Encore Search Warrant Unsealed

{Charleston, West Virginia}...An FBI search warrant involving the raid at Encore Management Inc. in Charleston has been unsealed. The FBI says Douglas Pauley has used federal tax credits to build low-income housing, and those properties have not been properly kept up. In a search warrant affidavit, an investigator says Encore has frequently provided falsified maintenance records in order to avoid the expense of actually making the repairs. The FBI alleges Encore managers did this so the company would keep getting federal money and avoid its buildings from being taken over by the IRS. Pauley is cooperating in the investigation.
