Spill won't affect start of W.Va. candidate filing for 2014 elections; filings begin Monday


The Secretary of State's Office says a state of emergency declared after a chemical spill in Charleston won't affect candidate filings for the 2014 elections.
The filing period begins Monday and ends at midnight on Jan. 25.

Monday marks the fifth straight day that about 300,000 people in nine counties have to use bottled water to wash, cook and brush their teeth.

The water was tainted last week when a chemical leaked into the Elk River from a Freedom Industries facility. Water tests are continuing.
