The Secretary of State's Office says a state of emergency declared
after a chemical spill in Charleston
won't affect candidate filings for the 2014 elections.
The filing period begins Monday and ends at midnight on Jan. 25.

The water was tainted last week when a chemical leaked into theElk River from a Freedom Industries facility. Water tests
