State flags are being lowered at the Capitol
and at state offices around Kanawha
County for two public
servants who died one week ago.
Gov. Earl Ray Tomblin has ordered flags lowered to half-staff from dawn
to dusk on Friday in memory of Joe E. Smith, who served on the Charleston City
Council, as city treasurer and finally mayor. He also represented the 30th
District in the House of Delegates and was executive director of the West
Virginia Public Employees System.
Smith was 94.
On Saturday, the flags will be lowered again in honor of Michal Lewis, the
former cabinet secretary for the state Department of Health and Human
Resources. He was 70.
Both men died on Aug. 2.
