W.Va. coal contractor charged in fraud scheme, accused of evading financial reporting regs

A southern West Virginia coal company contractor faces charges stemming from a tax fraud scheme.

Aracoma Contracting LLC of Williamson is charged in a federal information with structuring cash withdrawals from its bank accounts to evade federal reporting requirements.

Federal law requires financial transactions of more than $10,000 to be reported to the Internal Revenue Service.

Aracoma is accused of using the money to bribe 52-year-old Arville Sargent of Chapmanville, a former BrickStreet Mutual Insurance Company auditor who allowed the company to underreport its payroll.

Sargent and two principals for the company, 50-year-old Jerome Edward Russell of Williamson and 58-year-old Frelin R. Workman of Belfry, Ky., pleaded guilty in March to charges stemming from the scheme. They are awaiting sentencing.

Aracoma provided labor on a contract basis to coal companies.
