{Charleston, West Virginia}...Governor Earl Ray Tomblin is defending the provision in his proposed mine safety bill that would make drug tests mandatory for coal miners, saying, "The only thing that we're attempting to do is to make sure that, when you've got people working, especially underground in close quarters, that they really cannot be impaired." At an informational meeting Tuesday at the State Capitol, United Mine Workers of America Health and Safety Administrator Dennis O'Dell said such a mandate is not necessary.
