{Morgantown, West Virginia}...Hughie Elbert Stover filed an appeal with the U.S. 4th Circuit Court of Appeals in Richmond, Virginia, asking his October conviction be overturned and that he be granted a new trial. Stover, a former Upper Big Branch Mine security chief, was convicted of lying to investigators and ordering a subordinate to destroy documents after the 2010 explosion that killed 29 men. Stover was sentenced to three years in prison, one of the stiffest punishments ever handed down in a mine safety case.
