{Charleston, West Virginia}...Cynthia Ellis is suing Charleston Police Chief of Detectives Steve Cooper and the city of Charleston. The suit claims Cooper lost control of his cruiser and caused a car accident that left her with several injuries. Ellis alleges that, on July 16, 2010, she was stopped behind a line of cars on Pennsylvania Avenue when Cooper, driving a cruiser, rammed the back of her car, causing it to pinball into the vehicle in front of her. The crash totaled Ellis' car, and she was hospitalized.
