{Charleston, West Virginia}...The state learned Monday that President Obama approved a Federal Disaster Declaration for 45 of the state's 55 counties. But that funding only covers public damage, not individual. Governor Earl Ray Tomblin says, during his tour of the state two weeks ago, he saw major damage. Tomblin says the state is working with the federal government to see if a few counties ended up with enough damage that they would qualify for individual assistance. Tomblin says some counties suffered greater personal losses than most counties, and his office is doing what it can to convince the federal government to graft in that proclamation.
