Man Charged With Credit Card Theft

{Charleston, West Virginia}...James Dowd was arrested after Charleston Police say he stole a woman's wallet while she was shopping at the Kroger store in Kanawha City around 1:00 P.M. Tuesday. Police say, a short time later, Dowd used her credit card at several locations in Charleston. Dowd was recently released from prison in Ohio and staying at the men's shelter in Charleston.
