Housing Development Fund Cooperating In Federal Investigation
{Charleston, West Virginia}...The state Housing Development Fund is cooperating in a federal investigation involving Charleston real estate developer Doug E. Pauley, who owns more than 40 apartment complexes across West Virginia. The U.S. attorney's office in Charleston has a sealed search warrant for Pauley's Encore Management offices, where federal agents have been filling trucks with boxes of documents several days this week. Pauley's companies have received millions of dollars through the Housing Development Fund and the U.S. Department of Agriculture's rural rental housing program. He's a former development director at the Housing Development Fund, which assists low-income housing projects. Pauley has built tax-credit-financed apartment complexes in Charleston, Parkersburg, Lewisburg, Huntington, Beckley, Clarksburg and Weston.
