- {West Virginia}...Monday, Senator Joe Manchin, D-W.Va., announced his intentions to co-sponsor the Rebuild America Jobs Act and invest $60 billion in infrastructure improvements. Manchin is touring West Virginia this week before the Senate reconvenes in late October. The bill is expected to be introduced October 31st. Manchin is joining several other Senate Democrats to sponsor new legislation after one piece of President Barack Obama’s $447 billion American Jobs Act failed the Senate on October 20th. The Rebuild America Jobs Act would:
* Make a $50 billion investment in roads, railways and airports across the country.
* Create a $10 billion national infrastructure bank in order to leverage private and public capital and to invest in a broad range of infrastructure projects without earmarks or traditional political influence.
* Gain funding through a 0.7 percent surtax on adjusted gross income of more than $1 million for both single filers and married couples filing jointly. Manchin is also open to other funding suggestions.
