State Parks Chief Charged With DUI

{Charleston, West Virginia}...West Virginia's state parks system chief, 55 year-old Ken Caplinger of Scott Depot, was charged Thursday with driving under the influence of alcohol. A Kanawha County deputy sheriff stopped his car because of a nonworking taillight. According to a complaint filed in Kanahwa County Magistrate Court, Caplinger failed three field sobriety tests and a preliminary breath test and registered a blood-alcohol level of 0.187, more than twice the legal limit.
