{Culloden, West Virginia}...Gigi Lynn Hinchcliffe, 43, of Culloden, was arrested Friday morning and charged with attempted murder and conspiracy. Putnam County Sheriff's Deputies say she contacted an unnamed man and asked him to kill Steven Eric Bias because he owed her about $700. That person then called the FBI and worked as an informant. Police say Hinchcliffe mailed the informant photographs and two hand-drawn maps of the Teays Valley area showing where Bias worked and where to shoot him. Police say Hinchcliffe confessed to trying to hire a hit man but told them she changed her mind this week.
