Tammy L. Payton, 42, of Crum, has pleaded guilty in federal court to failing to update her sex offender registration in West Virginia. Payton was convicted in 2001 of complicity to commit rape in Lawrence County, Ohio. She faces up to 10 years in prison and a $250,000 fine when sentenced November 19th.
