{Charleston, West Virginia}...Twenty-nine year old James G. Propes, Jr., also known as Tommy E. Clemons, from Michigan, was sentenced in federal court Monday to 18 months in prison for failing to register as a sex offender. Propes, who was convicted in 2000 in Michigan of felony sexual conduct with intent to commit sexual penetration, was required to register as a sex offender for life. Propes moved to West Virginia in 2011 where investigators say he used a false name and failed to register as required by law. He was arrested by the United States Marshals Service and admitted to knowing he was required to register as a sex offender.
