Man Pleads Guilty To Sexual Abuse

{Charleston, West Virginia}...Monday morning, 51 year old Scott Phalen of Charleston entered a guilty plea in Kanawha County Circuit Court to first-degree sexual abuse involving his young daughter. Phalen was arrested October 23rd and had been on home confinement, but Kanawha Circuit Judge Paul Zakaib reinstated a bond of $75,000 after he violated the terms twice. Sentencing is scheduled for February 14, 2012.
