{Charleston, West Virginia}...Tuesday, Governor Earl Ray Tomblin has signed a bill into law that will make it illegal to text when driving. Starting July 1st, texting while driving will be a primary offense which means you could be stopped and cited just for that. Talking on your handheld cell phone will become a secondary offense. That means you'll have to be stopped for something else to be cited. In July 2013, it will change to a primary offense. Drivers can still use cell phones while driving as long as they use hands-free technology to do so.
