Man Faces State And Federal Indictments

{West Virginia}...Otis Adkins, 59, of Branchland, in Lincoln County, has been indicted by a U.S. District Court Grand Jury in Huntington on a charge of engaging in illicit sexual conduct with a minor. A Boyd County Grand Jury had already indicted Adkins on a charge of unlawful use of electronic means to induce a minor to engage in sexual or other prohibited activities. Adkins was arrested by Ashland Police in July after an undercover investigation by the Internet Crimes Against Children unit led officers to an ad Adkins placed on Craigslist offering $300 to meet a 15 year old female, who was actually an undercover Ashland Police Officer, at a fast food restaurant for sex. Police say Adkins traveled approximately one hour to meet the teen and then approached the undercover officer and talked about obtaining a hotel room. He was then arrested by officers with the task force. Adkins faces up to 30 years in prison and $250,000 fine if convicted of the federal charge and could face up to five years in prison if found guilty on the state charge.
