Residents Want More Effective Neighborhood Watch

{West Virginia}...Residents of two wards gathered Monday night at Highlawn Baptist Church to pool resources to create a more effective neighborhood watch after a shooting in St. Albans Saturday night led to 41 year old Charlie Booker being charged with two counts of murder. Police say he fatally shot 31 year old Joseph Miller and 31 year old Billy Dodd, both of St. Albans. St. Albans Police Captain Jim Agee says they were originally dispatched to Wilson Avenue when somebody complained about a reckless driver who lived at that address, but, before they arrived, dispatchers radioed the call was now "shots fired." Whether Booker is an unjustified killer or was acting is self-defense is still unclear.
