Dunbar Man Charged With Hit And Run

• {West Virginia}...St. Albans Police arrested Rusty Ratliff of Dunbar Monday afternoon and charged him with hit and run with injury, reckless driving and assault. Officers say, on August 18th, Ratliff was driving on Roxalana Road in Dunbar, and, while turning into the entrance of Roxalana Hills, he slammed into a motorcycle driven by off-duty St. Albans Police Officer Kenneth Davis, then backed up, dragging Davis's motorcycle about 25 feet, nearly running him over before fleeing the scene.
